Rajasthan Police is making continuous efforts for the welfare of vulenrable sections of the society including establishing the women desk at every police station, community liasion group, mahila suraksha and salah kendra at women police station.

The need for establishing the centre for social defence issues and gender studies for sensitizing the Police officials towards the vulnerable group of the Society has been felt for long time in Rajasthan Police. Though the Rajasthan Police Academy was already running the programmes on social defence issues but regular and consistent efforts were required. An apex centre with necessary financial and professional assistance was required for institutionalization of the existing efforts and future goals. 

In a democratic and diverse society like India, need for social security can not be over emphasized. Social security can be fully attained only by providing the protection and security to the vulnerable sections of the society like women, children, senior citizen, backward classes, physically and mentally challenged persons and other vulnerable groups which need the proper attention and care. 

Often the women and children identified as the criminals are merely the victims of circumstances. So, it is also very important to make an action plan for the welfare and rehabilitation of the socially deprived classes. 

The domestic violence, trafficking for commercial sexual exploitation, demand of dowry, child marriage, indecent representation, sexual harassment at workplace, eve teasing are the crime against women. The crimes against women are increasing in spite of being various provisions and laws e.g. The prevention of domestic violence act 2005, The immoral trafficking Prevention act 1956, The child marriage restraint act 2006, The dowry prohibition act 1961, The prohibition of Indecent representation of women act 1986, The vishakha guidelines and other IPC provisions. Similarly Juvenile Justice (child care and protection) act 2005, Child labour prohibition and regulation act 1986, bonded labour (abolition) act 1976 are existing, but the crime against children in the form of child labour, bonded labour, sexual abuse, child trafficking for commercial sexual exploitation and organ transplant etc. are prevailing. 

Rajasthan Police Academy is stressing on the training of social security laws in all its basic as well as refresher training courses in view of the above objectives of the Rajasthan Police act. In the year 2010-11 academy has trained nearly 700 police officials on the issues of prevention of human trafficking, protection of human rights, prevention of domestic violence, gender issues, juvenile justice and child protection, drug de addiction, probation, prevention of violence against schedule cast and schedule tribe. These training programs were being funded by UNICEF, National institute of social defence (NISD) and the department of women child development (DWCD). 

The implementation of existing laws with greater sensitivity as well as emphasis on rescue, reintegration and rehabilitation of victims is necessary. The need of apex centre is being felt from long time for the sensitization of Police officers regarding the vulnerable group of society and to interface with other agencies. 

Therefore, Rajasthan Police Academy has started a separate centre called - CENTRE FOR SOCIAL DEFENCE & GENDER STUDIES.
